Some people don't trust the hero system, yet still want to do their part. New York City is one of the most populated areas in the United States. This led to a high population of people with quirks. With that, of course, there is a high population of heroes, vigilantes, and villains. Even America's number one hero, Radiant, is here! She is often considered the best of her time, and has put away countless villains. Heroes in training are drawn to NYC's hero school, the famous Liberty Hero Academy! In recent news, an illegal immigrant from Korea became hostile towards a group of individuals trying to help her when she was going to commit suicide by throwing herself off a building. The villain illegally uses her quirk to accelerate herself to the ground. One of the most popular vigilantes, known as Revolt to the public, caught the woman. The villain, now called "#17” because of the number 17 branded on her cheek, tore into the vigilante, trying to beat and kill the man. In turn, Revolt took the woman out, incapacitating her. Heroes were able to take the woman into custody. This hostile mutant is being held in Black Crow Security in NYC instead of being deported in her international scandal
