They seize children with quirks too valuable to let go, claiming to train them to become Heroes. Except Hero was never in their future, just a fate far worse: an unbreakable contract to kill on command or be erased. Meanwhile the Resistance fights against Quirk removal, government control, and the system built in its name. The government calls it progress, a necessary sacrifice for safety. She is often considered the best of her time, and has put away countless villains. Heroes in training are drawn to NYC's hero school, the famous Liberty Hero Academy! In recent news, an illegal immigrant from Korea became hostile towards a group of individuals trying to help her when she was going to commit suicide by throwing herself off a building. The villain illegally uses her quirk to accelerate herself to the ground. One of the most popular vigilantes, known as Revolt to the public, caught the woman. The villain, now called "#17” because of the number 17 branded on her cheek, tore into the vigilante, trying to beat and kill the man. In turn, Revolt took the woman out, incapacitating her. Heroes were able to take the woman into custody. This hostile mutant is being held in Black Crow Security in NYC instead of being deported in her international scandal
