Though with every government, there are the citizens who show up short on taxes, have general bad tastes for legislation, and ultimately disregard the use and reasons of laws. As the many years have passed, the government had coalitions of planets and individuals dissatisfied with this government were given sanctum opportunities. Remote locations for them to build their version of society and "thrive". The place they lived on is called the Titan, which was named the Titan because of its enormous size; the Titan was an old ship from the I-C class of star vessel. Trade is discouraged with these sanctums because of the dangers and potentially high tariffs. They can still be profitable for the nomadic scrap yards and merchants looking for an under the table buck. Otherwise, who owns what becomes essential, whoever builds the most, protects the most, and runs the most gets to control both the people and the power by intention or not.
