After All For One's defeat, every nation signed the Quirk Accords, forcing civilians to surrender them or face consequences. Japan became the model country for peace, leading the way with cutting-edge quirk-removal technology. Crime fell and villains disappeared; the world was safe again. At least, that's what they tell you. Beneath the propaganda is a world built on surveillance, forced quirk removal, discrimination, and children disappearing into a system their families aren't allowed to question. When Quirks manifest, they're evaluated. Those deemed useful enough to keep earn a place in the Hero program. Those who refuse return home quirkless. But the most dangerous and volatile Quirks attract the attention of the Special Underground Heroes Division, a rogue black-ops division unknown to even the government. They seize children with quirks too valuable to let go, claiming to train them to become Heroes. Except Hero was never in their future, just a fate far worse: an unbreakable contract to kill on command or be erased. Meanwhile the Resistance fights against Quirk removal, government control, and the system built in its name. The government calls it progress, a necessary sacrifice for safety. The Resistance calls it war. You decide what happens next. Having a Quirk used to be the default.
